i just downloaded Paint.net to try it out, and it is pretty close to Photoshop -- it's great for anyone who wants the software but doesn't want to spend the cash --

the only problem is that Paint.net can't do animations, however, if you download a program like UnFREEz then you can make animated images (including glitters) by saving each frame separately and using UnFREEz to animate the individual frames --

i made a simple nametag doing this ::

I love using Paint.NET for altering images and creating unique and weird backgrounds. 20/20 Software is something I like to use on a regular basis. You can create muted backgrounds, slide shows and thumbnails all for free.
