Learn how to make some cool vector art with only a few brushes and some color.

This is what we will be making.

Tutorial
#1) First you need to download a few vector brushes of your choice. Then make a new image, It can be any size you like. For this tutorial I am going to me making a 500px by 500px image with a 300 DPI/Resolution. You Need to fill your background image with BLACK. And then using your brushes make any design you like.
#2) Duplicate the layer, Then use the gaussian blur at default settings, and set the opacity of the layer to 40% (When using the gaussian blue you can play around with the settings to achieve a different look)
#3) Create a new layer and using the fuzzy 300px brush, Brush over your image with any 2 colors of your choice, I used Pink and Green.
#4) Set the layer on "Color" and then create a new layer.(Press D to get your default colors back) Then use Render>Clouds. Then use gaussian blure and set it to 10.0. Then set the layer on "Vivid Light" Your final result should be something like this. But with your colors.
Extra: If the white glow is not bright enough, Take the 100px pencilbrush, set while as the color and set the opacity of the pencilbrush to 20%. Then you can add highlights to any part of your image.
