Tutorial

#1) First you need to download a few vector brushes of your choice. Then make a new image, It can be any size you like. For this tutorial I am going to me making a 500px by 500px image with a 300 DPI/Resolution. You Need to fill your background image with BLACK. And then using your brushes make any design you like.

#2) Duplicate the layer, Then use the gaussian blur at default settings, and set the opacity of the layer to 40% (When using the gaussian blue you can play around with the settings to achieve a different look)

#3) Create a new layer and using the fuzzy 300px brush, Brush over your image with any 2 colors of your choice, I used Pink and Green.

#4) Set the layer on "Color" and then create a new layer.(Press D to get your default colors back) Then use Render>Clouds. Then use gaussian blure and set it to 10.0. Then set the layer on "Vivid Light" Your final result should be something like this. But with your colors.

Extra: If the white glow is not bright enough, Take the 100px pencilbrush, set while as the color and set the opacity of the pencilbrush to 20%. Then you can add highlights to any part of your image.

Notes

This was made using Photoshop CS3 Extended, Any questions comment or message me. Sorry if the images look bad, I just took screen shots for the examples and final piece. lol

You can find a lot of very nice vector brushes at Deviantart.com, But make sure to read the creators rules first.
