How to make a smilie in Photoshop.
Make A Smilie In Photoshop!

Here is what we will be making, A nice little smilie.
Tutorial
#1) First we have to set up our Photoshop Preferences, This will make the tutorial a whole lot easier to follow.
Go to Edit>Preferences>Guides, Grid, Slices & Count,
In the grid section set...
~Color: Black
~Style: Lines
~Gridline Everywhere: 1 Points
~Subdivisons: 1
#2) Now make a new document. 30px by 30px with a DPI/Resolution of 72 on a transparent background.
Press Ctrl and to zoom in on the image. We want it to be zoomed in to about 1600%
Then press Ctrl and ' to bring up the grid lines.
#3) Now we need to make the "skeleton" on the smilie. Follow this image with any color you want. I used #0057C6

Draw 5 pixels at the bottom.
Add 2 pixels to the sides(advancing 1 pixel up)
Add 1 pixel to the sides again(advancing 1 pixel up)
Repeat until you have the above image.
~I used the Rectuangler Marquee Tool to make the selections and I just filled the selections with my color.
#4) Continue to build the body of the smilie using a lighter shade of blue. I used #4397FF
#5) Were still filling the body...again make sure to use a lighter shade of blue. I used #82B9FF
#6) Now again change the color to a lighter shade of blue and fill up the rest of the body. I used the color #B0D3FF
#7) Now we are going to make the hands, mouth, and eyes!
For the color use the same color that you used for your skelton. My color is #0057C6
For the Eyes: Make two, 4 pixel vertical lines. These are normal eyes you see in smilies.
For the mouth: We are going to make it happy =] Follow the image.
Now the hands: Follow the image. Make sure to fill the image with you last shade of color you used, For me it is #B0D3FF

You can add the hands anywhere on your smilies body, I added mine as shown below.
