There are a several ways to make images transparent. These tutorials have been written using PSP Photo X2 (and should be easily adapted for earlier versions from PSP 8 upwards. Some of the commands/tools may be in different locations).
Tut No. 3 - Removing Image from background
Sometimes an image simply has too much going on in it and too many colors, which makes it hard/impossible to choose a default color to make your transparency with (see tut 2).
When this happens, you are left with one option, and that it to completely remove (cut out) the image you want to make transparent from the background. If you do not know how to cut an image out, see these two tuts :-

1. Using the
Freehand Selection tool on these settings

draw around the image of the flowers in the vase. When you have finished you should have something that looks like this.
2. Now copy/paste as new image : using keyboard
Crtrl-C > Ctrl-Shift-V or
Edit > C and then
Edit > Paste as New Image
3. You should now have an image on a transparent background.
Finally, to keep the clarity/quality of the image, save as a PNG.
4.
File > Export > PNG Optimizer
5. A screen will open with the Colors tab showing. Make sure that 16.7 million colors is checked, if not do so now.
6. Now click on the Transparency tab and choose the settings as shown here and then click OK
You will then see a screen that looks like this
Choose where you want the image to be saved and give it a file name and make sure it is set on PNG for the file type and then hit save.
You now have a transparent image with no lowering with the image resolution.
Here is my final image.
