This tut has been written using PSP Photo X2 - but can be used for most earlier versions of PSP (from version 6 and upwards)
The image I made in the Fade into Background tutorial, looks bland and boring, so lets add a 3d effect border.
1. Using the keyboard Ctrl-A : you have now selected the entire image with a marquee (moving lines) around it.
2. Then go ... Selections > Modify > Select Selection Borders.
3. In the pop up menu choose make sure "Anti-alias" is checked, choose "inside" and pick a border width say "4" and then click ok.
4. Your image should now have a double marquee effect which looks like an empty border.
5. Using the flood fill tool

fill in between the marquee with a colour of your choice.
Now we are going to add the 3d effect (make sure that the marquee effect is still active).
6. Go ... Effects > 3d effects > drop shadow
7. Choose these settings and click ok.
8. Go ... Effects > 3d effects > drop shadow.
9. Choose these settings and click ok.
10. Using the keyboard deselect marquee ... Ctrl-D.
11. SAVE.
Here is the finished image.
Not really sure why your flood fill leaves gaps, first time I've come across this. I guess just make sure your settings are similar to this
