A layer-by-layer description on making userbars with gimp.
Like this

where/how
CTRL L = show the layers dialog
CTRL Drag = straight line with the gradient
if you think of anything else let me know.
background/border
Make a new image, 350px by 19px.
Add a gradient, or a background color. This'll be the border that'll show when you're done.
I used a black[#000] foreground with a SkemBlue[#78C0FF] background and set the opacity to 80%.
background

Add a new layer, and scale DOWN 2px and fill with the same gradient, just in the opposite direction of last time. [left to right].
Highlight
Now, use the oval select thingy and drag it about half way down the image and all the way across, then fill with a white gradient at 30% opacity set to FG to transparent.
Image
I cropped the lizard from the header, and scaled it to 50% height, moved down 1px (so it doesn't cover the border), and to the left.
Scanlines

Now I'll add the scanlines, you know, the little stripes.
I set the layer to 40% opacity so it kinda blends in.
Text
Now we'll add text. Almost done [yay]
I used a font called Visitor, you can find it on dafont.com
There's two font files, I used TT1 BRK at 14px.
Re-arrange
The last step is re-ordering the layers so it looks how you want it. In the one posted above I used
1.background/gradient
2.highlight
3.Scanlines
4.lizard
5.Text
Save it as .png to get the best quality.
note
I couldn't use the actual one I made while writing this because my computer died so I used an old one that only has a slight difference.
